I. General provisions

1. This Procedure determines the rules for assigning a state academic scholarship and (or) a state social scholarship to students studying full-time at the expense of federal budget allocations (including requirements for students who are awarded a state academic scholarship), state scholarships to graduate students, residents, and assistants - trainees studying full-time at the expense of budgetary allocations from the federal budget, payment of scholarships to students of preparatory departments of federal state educational organizations of higher education studying at the expense of budgetary allocations from the federal budget (hereinafter referred to as joint students).

2. State academic scholarships for students, state social scholarships for students, state scholarships for graduate students, residents, and assistant trainees are paid in amounts determined by the organization carrying out educational activities (hereinafter referred to as the organization), taking into account the opinion of the student council of this organization and the elected body of the primary trade union organization (if there is such a body) within the limits of funds allocated to the organization for providing scholarships to students (scholarship fund)1. The procedure for distributing the scholarship fund by type of scholarship is determined by the organization, taking into account the opinion of the student council of this organization and the elected body of the primary trade union organization (if there is such a body).

3. The amounts of the state academic scholarship for students, the state social scholarship for students, the state scholarship for graduate students, residents, and assistant trainees, determined by the organization, cannot be less than the standards established by the Government of the Russian Federation for each level of professional education and categories of students, taking into account the level of inflation2.

4. Students - foreign citizens and stateless persons mastering basic professional educational programs in full-time education - are paid state academic scholarships to students, state scholarships to graduate students, residents, and assistant trainees on the terms established by this Procedure for citizens of the Russian Federation, if they are studying at the expense of budgetary allocations from the federal budget, including within the quota established by the Government of the Russian Federation, or this is provided for by international treaties of the Russian Federation, in accordance with which such persons are accepted for training.3

II. Appointment and payment of state academic scholarships and (or) state social scholarships to students studying full-time at the expense of federal budget allocations, state scholarships for graduate students, residents, assistant trainees studying full-time at the expense of federal budget allocations, payment scholarships for students of preparatory departments studying at the expense of federal budget allocations

5. State academic scholarships are awarded to students depending on academic success based on the results of intermediate certification at least twice a year.

A student who is awarded a state academic scholarship must meet the following requirements:

During the period from the beginning of the academic year until passing the first intermediate certification, the state academic scholarship is paid to all first-year students studying full-time at the expense of federal budget allocations.

6. Students studying in educational programs of higher education, for special achievements in educational, research, social, cultural, creative and sports activities in accordance with Decree of the Government of the Russian Federation of November 18, 2011 N 945 “On the procedure for improving scholarship provision students in federal state educational institutions of vocational education" (Collection of Legislation of the Russian Federation, 2011, No. 47, Art. 6666) are awarded a state academic scholarship, increased in amount in relation to the standard established by the Government of the Russian Federation for the formation of a scholarship fund at the expense of budgetary allocations of the federal budget for state academic scholarships, within the limits of funds provided for increasing the organization’s scholarship fund.

7. State social scholarship is awarded to students who are orphans and children without parental care, persons from among orphans and children without parental care, disabled children, disabled people of groups I and II, disabled since childhood, students, those exposed to radiation as a result of the disaster at the Chernobyl Nuclear Power Plant and other radiation disasters as a result of nuclear tests at the Semipalatinsk test site, students who are disabled due to military injury or illness received during military service, and combat veterans or those entitled to receive state social assistance, as well as students from among citizens who served for at least three years under contract military service in the Armed Forces of the Russian Federation, in the internal troops of the Ministry of Internal Affairs of the Russian Federation, in engineering, technical, road construction military formations under federal executive authorities and in rescue military formations of the federal executive body authorized to solve problems in the field of civil defense, the Foreign Intelligence Service of the Russian Federation, federal security service bodies, state security bodies and the federal body for ensuring mobilization training of government bodies of the Russian Federation in military positions to be filled by soldiers, sailors, sergeants, foremen, and those dismissed from military service on the grounds provided for in subparagraphs "b" - "d" of paragraph 1, subparagraph "a" of paragraph 2 and subparagraphs "a" - "c" of paragraph 3 of Article 51 of the Federal Law of March 28 1998 N 53-FZ “On military duty and military service”4.

8. Needy first- and second-year students studying full-time at the expense of federal budget allocations for educational programs of higher education (bachelor’s degree programs and specialty programs) and having academic grades of “excellent” or “good” or “excellent and good”, in accordance with the Decree of the Government of the Russian Federation dated July 2, 2012 N 679 “On increasing scholarships for needy first- and second-year students of federal state educational institutions of higher professional education, studying full-time at the expense of federal budget allocations for undergraduate programs and training programs specialist and having performance assessments of “good” and “excellent” (Collected Legislation of the Russian Federation, 2012, No. 28, Art. 3909) are awarded a state social scholarship, increased in amount in relation to the standard established by the Government of the Russian Federation for the formation of a scholarship fund at the expense of budgetary allocations from the federal budget in relation to state social scholarships.

9. State scholarships for graduate students, residents, and assistant trainees are assigned depending on the successful completion of training programs for scientific and pedagogical personnel in graduate school (postgraduate studies), residency programs, and assistantship-internship programs based on the results of intermediate certification at least twice a year.

A graduate student, resident, or trainee assistant who is awarded a state scholarship to graduate students, residents, or trainee assistants must meet the following requirements:

absence of a “satisfactory” rating based on the results of the interim certification;

no academic debt.

During the period from the beginning of the academic year until the first intermediate certification, the state scholarship for graduate students, residents, and assistant trainees is paid to all graduate students, residents, and assistant trainees of the first year of study studying full-time at the expense of federal budget allocations.

10. State academic scholarship for students, state social scholarship for students, state scholarship for graduate students, residents, assistant trainees, scholarship for students of preparatory departments are assigned by administrative act of the head of the organization.

11. Payment of state academic scholarships to students, state social scholarships to students, state scholarships to graduate students, residents, assistant trainees, scholarships to students of preparatory departments is carried out by the organization once a month.

12. The state social scholarship is assigned to the student from the date of submission of a document confirming compliance with one of the categories of citizens specified in paragraph 7 of this Procedure.

13. Payment of state academic scholarships to students, state social scholarships to students, state scholarships to graduate students, residents, assistant trainees, scholarships to students of preparatory departments ceases from the moment the student is expelled from the organization.

14. Payment of state academic scholarships to students is terminated from the first day of the month following the month the student received a “satisfactory” grade during intermediate certification, or the student incurred academic debt.

15. Payment of the state social scholarship is terminated from the first day of the month following the month of termination of the basis for its appointment, and is resumed from the month in which a document was submitted confirming compliance with one of the categories of citizens specified in paragraph 7 of this Procedure.

16. A student’s being on academic leave, as well as maternity leave, child care leave until he or she reaches the age of three is not grounds for termination of payment of a state academic scholarship, a state social scholarship, or a state scholarship to graduate students, residents, and assistants assigned to the student. -interns, scholarships for students of preparatory departments.

15. The state scholarship for graduate students, residents, and assistant trainees is assigned depending on the success of completing training programs for scientific and pedagogical personnel in graduate school (postgraduate studies), residency programs, assistantship-internship programs based on the results of intermediate certification in accordance with the academic calendar from the first day month following the month of its end.

Postgraduate students may be awarded personal scholarships of a higher educational institution, scientific institution or organization at the expense of extra-budgetary funds based on a decision of the academic council of a higher educational institution, scientific and technical council of a scientific institution or organization.

In accordance with paragraph 20 of the Procedure, the payment of state social scholarships to students, state scholarships to graduate students, residents, assistant trainees, scholarships to students of preparatory departments ceases from the moment the student is expelled from the educational organization. In this case, the amount of the state academic scholarship for students, including an increased state academic scholarship, a state social scholarship for students, a state scholarship for graduate students, residents, assistant trainees, a scholarship for preparatory department students, paid for the month in which the deduction occurs, is determined in proportion to the number of days from the first day of the month until the date of deduction [see. Please also note that according to the decree, from September 1, 2012, scholarships have been increased for those preparing dissertations in technical, medical and natural sciences.

By the way, graduate students who study in specialties in demand by the economy can receive 300 personal allowances for graduate students and adjuncts in the amount of 14 thousand rubles; as well as 500 special state funds for graduate students in the amount of at least 10 thousand rubles.

I. General provisions

2. State academic scholarships for students, state social scholarships for students, state scholarships for graduate students, residents, and assistant trainees are paid in amounts determined by the organization carrying out educational activities (hereinafter referred to as the organization), taking into account the opinion of the student council of this organization and the elected body of the primary trade union organization (if such a body exists) within the limits of funds allocated to the organization for providing scholarships to students (scholarship fund) 1. The procedure for distributing the scholarship fund by type of scholarship is determined by the organization, taking into account the opinion of the student council of this organization and the elected body of the primary trade union organization (if there is such a body).

4. Students - foreign citizens and stateless persons mastering basic professional educational programs in full-time education - are paid state academic scholarships to students, state scholarships to graduate students, residents, and assistant trainees on the terms established by this Procedure for citizens of the Russian Federation, if they are studying at the expense of budgetary allocations of the federal budget, including within the quota established by the Government of the Russian Federation, or this is provided for by international treaties of the Russian Federation, in accordance with which such persons are accepted for training. 3

5. State academic scholarships are awarded to students depending on academic success based on the results of intermediate certification at least twice a year.

A student who is awarded a state academic scholarship must meet the following requirements:

The procedure for awarding state scholarships to state-funded students has been determined.

We are talking about academic and (or) social scholarships for full-time students, scholarships for graduate students, residents, assistant trainees, and students in preparatory departments of universities.

The amount of payments is determined by the educational organization, taking into account the opinion of the student council and the elected body of the primary trade union (if any) within the scholarship fund. The amounts cannot be lower than the standards established by the Government of the Russian Federation for each level of vocational education and categories of students, taking into account inflation.

An academic scholarship is awarded at least 2 times a year, depending on academic success based on the results of an interim assessment. The student should not have a “satisfactory” grade or academic debt.

For special achievements in educational, research, social, cultural, creative and sports activities, the amount of payments may be increased.

Social scholarships are awarded, in particular, to orphans, disabled people of groups I and II, disabled people due to military injury or illness received during military service, combat veterans who have the right to receive state social assistance.

State scholarships for graduate students, residents, and assistant trainees are assigned depending on the success of mastering training programs for scientific and pedagogical personnel, also based on the results of intermediate certification at least 2 times a year.

In the first year of study, scholarships are available to all students until the first intermediate assessment.

Payments are made monthly. They stop on the 1st day of the month following the one in which the student received a “satisfactory” grade based on the results of the interim assessment. Academic debt can also be a reason.

Academic leave, maternity leave, child care leave until the last 3 years are reached are not grounds for stopping the payment of scholarships.

This order comes into force 10 days after the day of its official publication
